Control the number of threads on 'BLAS' (Aka 'GotoBLAS', 'OpenBLAS', 'ACML', 'BLIS' and 'MKL'). And possible to control the number of threads in 'OpenMP'. Get a number of logical cores and physical cores if feasible.
