This package simplifies the usage of double-quotes.
With this package, the character ``"'' generates the correct
double-quotes, so that it can be used both for opening and closing
quoted text (provided that it is always used).
In other words, the input sequence
"text"
becomes equivalent to
``text''
and thus generates
