Turns remote file URLs into paths to durable managed local copies stored in a fixed subdirectory of platform-appropriate, package-specific user data directories. Matching copies are reused across R sessions and remain available for offline use. Supports optional ETag-based versions, content validation, and staged replacement that prevents failed downloads and files that fail a supplied validator from becoming managed local copies. Includes tools to inspect, conservatively prune, and explicitly remove retained copies.
