sezgi -- copyright and provenance notes ======================================== This file documents copyright ownership for material bundled in this package beyond the package's own source code, as referenced by the `Copyright` field in DESCRIPTION. See LICENSE.note (generated at release time) for the licenses of the vendored Rust dependency crates in src/rust/vendor.tar.xz -- that note is scoped to those crates only and does not cover the material below. (a) The sezgi package itself ----------------------------- Copyright (c) 2026 Tolga Berber, Beyzanur Siyah, Emir Karayağız. Licensed under the MIT license (see the top-level LICENSE file). This covers the R, Rust and documentation source written for sezgi -- i.e. everything except the material in sections (b)-(d) below. (b) CEC 2014 / 2017 / 2022 benchmark data tables -------------------------------------------------- Bundled at src/rust/vendor-workspace/problems/data/{cec2014,cec2017,cec2022}/: shift-vector, rotation-matrix and shuffle-index text files used by the CEC Special Session and Competition benchmark suites. Source: the organizers' own official repositories -- `github.com/P-N-Suganthan/CEC2014`, `github.com/P-N-Suganthan/CEC2017-BoundContrained` and `github.com/P-N-Suganthan/2022-SO-BO` (J. J. Liang, B. Y. Qu, P. N. Suganthan and coauthors). License status: none. The GitHub API reports `license: null` for all three repositories, and none carries a LICENSE file at its root (checked directly, not assumed). There is consequently no license grant, but also no restriction asserted by the organizers. Basis for redistribution: an established community norm, not a license. IOHexperimenter (BSD-3-Clause, github.com/IOHprofiler/IOHexperimenter) ships the byte-identical CEC 2022 `M_*`/`shift_data_*`/`shuffle_data_*` files under its own permissive license with no separate grant from the CEC organisers. The CEC2014 and CEC2017 repositories' own readmes ("Available implementations") advertise third-party CRAN packages built on this data as a first-class route to the benchmark. The CRAN packages `cecs` and `cec2013` (both since removed from CRAN for unrelated technical reasons) redistributed this same family of data with only their own R authors listed as copyright holders. sezgi follows the same norm: vendored with prominent attribution rather than withheld. See the module documentation in `crates/problems/src/cec2014/mod.rs`, `cec2017/mod.rs` and `cec2022/mod.rs` for the full per-suite provenance record, including file-by-file source URLs and hashes. (c) TSPLIB benchmark instances -------------------------------- Bundled at src/rust/vendor-workspace/problems/data/tsplib/: the `berlin52`, `eil51` and `st70` `EUC_2D` instances and their published `.opt.tour` optimal tours. Source: Gerhard Reinelt's TSPLIB95, fetched via two independent GitHub mirrors (`github.com/mastqe/tsplib`, `github.com/pdrozdowski/TSPLib.Net`), confirmed byte-identical to each other. License status: none. The canonical Heidelberg distribution site (comopt.ifi.uni-heidelberg.de/software/TSPLIB95/) carries no copyright notice, license statement, terms of use or redistribution policy of any kind (checked directly). The data is nonetheless universally redistributed and parsed by TSP-adjacent software without a license grant from Reinelt -- e.g. CRAN's `TSP` package and PyPI's `tsplib95`. sezgi vendors these three instances on that same community-norm basis. (d) Quoted reference-source excerpts in documentation comments ------------------------------------------------------------------- Several Rust source files quote short excerpts of third-party reference implementations inside `//!`/`///` documentation comments, for provenance verification (pinning sezgi's own, independently-written Rust code against the reference behaviour it reimplements). The excerpts are never compiled; they are inert documentation, immediately followed by sezgi's own analysis. Full terms and verbatim notice text, where the source requires notice retention, are given in the repository-root THIRD-PARTY-NOTICES.md file (also bundled with this package -- see below).
